A viable communication network is essential to combat the forces of nature as well as to counter the present day fissiparous tendencies of insurgents, naxalists and Maoists and challenges of Law and Order and internal security. DCPW is advisory body to Ministry of Home Affairs, for supplementing the efforts of the State Governments/UTs and CPMFs in modernizing of their forces for an efficient, secure, speedy and reliable telecommunication. In this context, a dedicated satellite based wide area network named POLNET has been implemented with its Hub at New Delhi connecting police Hqrs. at all States/ UTs, important locations of Central Para Military Forces and Ministry of Home Affairs offices through VSAT terminals. It is a major achievement in police communication. Besides contribution in State police modernization through POLNET, this Directorate provides uninterrupted, secure and reliable round the clock communication for law and order and allied messages between national capital and state capitals through its Inter State Police Wireless (ISPW) grid. It plays a lead role in establishing emergency radio communication during disaster, natural calamities and other emergent situations. This department has also significantly contributed in various national and international forums. DCPW officers represented India in the world conference held at Sweden on framing of technical specifications for audio and video equipments. It has acted as an expert in the technical committee for providing networking of SAARC countries. Our officers facilitated in establishing the police communication set up at Kandhar, Afghanistan, a country left in shambles after the prolonged war. Besides coordinating police communication requirements DCPW also plays an important role for the police spectrum management as well as assisting in the standardization of the telecommunication equipments, acting as technical expert in the committees of Bureau of Indian Standards. Directorate is involved in the formulation of Qualitative Requirements (QRs). The workshop of the Directorate ensures the technical evaluation/testing of latest telecommunication equipments purported to be inducted in the police forces through DGS&D rate contract. DCPW provides wireless equipments which are utilized during elections, natural calamities and in emergent situations. In the recently concluded Lok Sabha elections DCPW provided wireless sets to the state and paramilitary forces which was well appreciated by the police fraternity. Keeping itself abreast of the latest telecommunication/ technological advancements, the Directorates, Central Police Radio Training Institute, acts as a catalyst for the police personnel by imparting technology based training programmes, professional up gradation courses and also cipher oriented programmes. The institute imparts training to both basic and senior level personnel of States/Union Territories/CPOs. An embedded code of Police Telecommunication implies unflinching communication in the worst of scenarios. Going by this epithet, in 2006 DCPW officers played a pivotal role in establishing Satellite communication at A& N Islands, which was severely hit by Tsunami when the island was completely cut off.
